What is occupational health care (OHC)?

Occupational health surveillance (OHS) is a specialised, preventive service designed to help companies deal systematically with the working environment, workers' health and work-related risks. Unlike general healthcare, BHT is not designed to cure illnesses - its aim is to prevent problems before they occur.

In many sectors in Norway, BHT is mandatory by law. The company must cooperate with an approved occupational health service and actively work on preventive measures.

In practice, this means that the company enters into a contract with an approved BHT service and, at the same time, draws up an annual action plan. Work environment assessments, risk analysis, advice and an annual report are carried out. All this is documented and becomes part of the systematic work on the working environment.

It is important to understand that BHT is not just a formal requirement or a „verification agreement“. It implies real cooperation, active risk assessment and implementation of concrete measures. This is the only way to ensure that the working environment is safe and meets the requirements of the Norwegian Working Environment Act.

Bedriftshelsetjeneste (BHT) is a compulsory occupational health service in Norway, approved by the Norwegian Labour Inspectorate (Arbeidstilsynet), which helps employers to manage the occupational health of their employees in a preventive way and to help ensure a healthy working environment in the company. BHT's specialists - occupational physicians, ergonomics experts, occupational hygienists and nurses - provide the company with independent occupational health support that the employer cannot provide for itself.

BHT helps to assess the working environment, identify risks, plan preventive measures and reinforce the overall safety culture of the company.

Not for all, but for many, yes. According to Forskrift om organisering, ledelse og medvirkning (2011), the obligation to have a contract with an approved BHT service is determined by the company's field of activity (bransje)/NACE, the nature of the company's actual activities and the level of risk. The BHT obligation applies to all construction, manufacturing, transport, cleaning, production and many other high-risk sectors. If your activities fall within this list and you do not have a BHT contract, this is a legal breach that can be identified during an inspection.

No. A formal agreement alone is not enough. It is important that the BHT service is actually used and contributes to the company's preventive work. No. Arbeidstilsynet checks not only the BHT contract, but also the actual use of the BHT service and cooperation with the BHT service. The company must document how and when BHT has been included in risk assessment, work with the HMS system, monitoring of the occupational health of workers or assessment of the working environment. A formal agreement without real cooperation is a violation that can lead to fines.
